Add Oracle Docker image

Overview of the feature request

Public Docker images for the Oracle database have been developed by Gerald Venzl (Oracle database product management). These images are based on the free Oracle XE releases and are described here.

Also worth mentioning, there are slim versions reducing the size by a factor of about 4.

Motivation for or Use Case

Oracle database integration would be much, much, much..... easier.
