Automatically determine similarities among config files (for multi-user scenarios)

If multiple people have written configs for a very similar .tape file, we would like to detect similarities and not do extra work where we dont have to.

For example:

  1. Download the master moses.tape file
  2. Download all of ACL 2020's .tconf configuration files
  3. Have ducttape find the similarities and do the minimum amount of work necessary to correctly reproduce all the results.
