Implement WIP Limits on Lists

Allow users to specify a maximum number of points allowed per list for Kanban-like WIP limits by editing the title of the list and specifying the WIP limit parenthetically.

Bonus points for enforcing the WIP limits.

Also being able to associate the amount of points on each list item would be super helpful!
