at&t proxy block?

Hello, I’m having trouble connecting to proxy while on at&t. I’ve had success connecting while on spectrum’s service (another isp). I would like to know if there is something particular that I would need to do to connect to proxy server on at&t’s service or if there’s some sort of bypass that needs to be done to connect.
