I believe the trick demonstrated in https://github.com/jenkinsci/workflow-cps-global-lib-plugin/pull/43 supersedes the need for this.

Why not just implement `ItemListener.onDeleted` so `workspace/xxx@libs/` gets deleted when `jobs/xxx/` is deleted?
