migrate from intltool to gettext

build succeeded on OpenBSD-6.9/amd64, AUTOCONF_VERSION=2.69 AUTOMAKE_VERSION=1.15 autoreconf -f -i; configure; gmake

fix some compile errors and build test on OpenBSD/NetBSD. aaf, arcam-av, maemo and usb_stream is not supported for non-Linux environment.
