Working "requirements" for Windows

I am able to make it work and train the network on Windows after using the following packages.

I am using tensorflow-gpu==1.14.0 but many might not have gpu. So, I put tensorflow==1.14.0 for everyone's use. Thanks for the code, Fisher ^_^
