Add ability to read/write vehicle parameters for real-time tuning

I think this might need to be something that is done either through openpilot codebase with a config system which I think needs to happen eventually anyway, or some sort of built in IDE editor that shows you the car files for your specific fingerprint and links it automatically.

But since this is targeting on boarding right now this will get less priority initially but the project is moving rapidly so it could get knocked out sooner than I think. Just gotta find the right place and opportunity.
