Build RPM package for Linux arm64

Is your feature request related to a problem? Please describe. Running Linux containers on arm64 requires directory binary downloads which is unsafe and/or non-compliant in certain environment. A RPM package for Linux on arm64 would simplify the setup of build agents.

Describe the solution you'd like to see Publish the Linux arm64 binary as a RPM package.

Describe alternatives you've considered Directory binary download.
