Adding DevOps
Fixes Issue #199
Description:
I've added roadmap, courses and tutorials related to DevOps and linking the headings to the resources section, where clicking on a heading under the tutorials and courses section scrolls directly to the resources of the clicked heading.
Changes:
- Added the DevOps Section and all other resources related to it.
- Added direct scroll to resources on heading click.
Testing:
I've tested the changes locally to ensure they display correctly and function as intended.

I apologize for not mentioning this earlier before you created an issue. Since the web development category is already quite crowded, I think it would be a good idea to separate DevOps into its own folder.
For example:
Within the DevOps folder, please include a README.md file following this template:
Additionally, could you categorize the resources you've added? For example, separate technologies for DevOps, tutorials, and courses into different tables, based on the resources you added. You can refer to the existing categories for an idea of what the format should look like. Also after the table of contents add an Overview about the topic DevOps, like a description. You can checck existing category for reference

Ok , I got it what you trying to say. After carefully reviewing the requirements, I think this task is going to take some time.
