Auto-Commenting Feature for Issue Raised

To enhance our communication and acknowledgment process, we're implementing an auto-commenting feature for specific events within our project repository. This feature will automatically generate comments under the following circumstances

Issue Creation: Whenever a contributor raises a new issue, an automatic comment will be posted to acknowledge receipt of the issue and provide any necessary initial guidance or clarifications.

This is the message that should pop up: "[Auto-Comment]: Thank you for raising this issue! 🚀 We've received your input and will review it shortly.
