Add non-standard competition rules for U13 (and under)

Is your feature request related to a problem? Please describe. We would like an option to implement french rules for U13 competitions That would allow us to use OWLCMS on every U13 competition without systematically needing to edit the results at the end.

Describe the solution you'd like Add a checkbox allowing to implement the specific french rules for U13 and under in the "Non-standard rules" section of "Competition information". It could also have a setting to select the concerned categories or a threshold date/year of birth.

Additional context According to the FFHM rules, U13 athletes (& younger)

• Must validate two lifts in each movement (snatch and clean & jerk).
• Not having 2 successful lifts in each movement leads to a zero in the Total
• The ranking is calculated on the following : total = sum of the 2 best attempts in the snatch + sum of the 2 best attempts in the clean and jerk.
• After a failed attempt, the lifer is not allowed to ask for an heavier load, he may only try the same load if he has remaining attemps.
• After a successful attempt, the automatic progression is 1kg, the maximum progression allowed is 2kg.
• On some competition U13 and younger are competing on the same platform as older lifters.
