Allow student ids with different lengths

Set a maximum student id length (number of digits) but allow student ids that are shorter. They can be treated internally as having zeroes to the left.

This change affects the loading of student lists and the dialog that edits the student id.

A workaround for the user is to include leading zeros in the user ids in the csv file that is used by eyegrade. This is what I did and worked as a charm. I will ask the students to also include leading 0s to pad their id number to the length of the field in the answer form.
