Quality of the sound is very bad when you play music on Local

Is there a resizing of the mp3 file or quality adaptation ? I face many sizzles at the beginning. I found it was due to my internet connection but even at home on local I face sometime the same issue.

Any idea ? Maybe an issue with the decoding library ?
