Allow install of webapp from file url

Allow installation of war from file url in addition to existing http url
download.

For this to work as expected from the browser, we would need to register the 
dalvik-ized war file with a custom mime-type (that the server responds with) 
for binding to the i-jetty deploy process.  

This would mean we could download from the web browser, or an email, or another 
app, and have the war file be deployed by i-jetty.
