Chart apiVersion to v2

As per the helm docs, we should set the apiVersion field in chart.yaml to v2, not v1.

I can't remember if this is breaking anymore. I think most tools let you chose your helm version anyway (like ArgoCD). So perhaps it's a non-change for most.
