Fix bastion SG recovery

Is this a BUG REPORT or FEATURE REQUEST?:

What happened: My bastion security group was accidently deleted but I couldn't recover with tarmak apply, it just hung

What you expected to happen: Tarmak should recreate the security group

How to reproduce it (as minimally and precisely as possible): tarmak clusters apply, delete bastion SG and tarmak clusters apply again
