Prevent Tarmak provider writing during read operations

Is this a BUG REPORT or FEATURE REQUEST?:

What happened: The tarmak_vault_instance_role resource Terraform currently causes writes on a read operation. This is bad practice and should be fixed

Hi @dippynark, unless I'm mistaken I think this is fixed in https://github.com/jetstack/tarmak/pull/235
