Option to store results in a remote database

Add the option to store results in a remote, shared location somewhere.

The goal here is to create a dataset that only contains scores for your software and your dependencies. This could be leveraged for running queries or building dashboards etc.

In addition to this, we probably need a command in tally that can update scores in the database older than some threshold.

Before implementing this I'd like to more clearly understand the use case here and whether tally is the right tool for this.
