After last update to winver Version 22H2 (OS Build 22581.1) it stays on bottom

After last update to winver Version 22H2 (OS Build 22581.1) it stays on bottom. Something resets the value back to 03 ! This reset also happens when I set it manually to 01.

Even if I disable writing to that value, it is not read by Windows Explorer and the taskbar stays at the bottom.

development is halted due to this very reason 😭 i have been using the top taskbar orientation for almost 3 years now

Stardock Start11 is able to move the taskbar still somehow.
