Support 0.3 Spec

Hello,

It seems like 0.3 has been supported for quite some time, but sql package has not been updated to support that spec. The ask here is if this is possible to do. It would be greatly appreciated if so. This is based on this section: https://github.com/jetify-com/typeid#official-implementations-by-jetify. We would like as much as possible to be in the database however due to this limitation, we have opted to the let application own this logic
