Map right click and scroll and the same time

there is a bug where if you hold right click and scroll in or out on road editor, map disappears or it goes somewhere out of proportion.

Basically you need to use those two commands separately, so you first scroll and the you actually move around the map using right click. I was testing it on less then 2km^2 map to see how it works

Possible fix is to limit moving around the map with right click is to limit map boundaries so you can't go out of boundaries
