Add notes for --runInBand in the CLI.md and Troubleshooting.md
Summary
Add new information to jest documentation for run in band. Potential for issue #15216 @bregenspan, does this seem like an appropriate update to the documentation?

@BonsaixPanda based on discussion in https://github.com/jestjs/jest/issues/15216#issuecomment-2289642057 , this looks to definitely be a bug, so correct resolution is releasing the fix (which it appears is already in the latest source, just not released yet).
