[Feature]: Closing stale issues and PRs automatically - do not close issues with X amount of upvotes

Would it be possible that the bot that closes issues automatically does not close them if they have let's say 10 upvotes?
Motivation
Upvoted issues are probably wanted by many and is usually a good indication they should not be closed.
Example
VS Code's triaging bot does exactly this.

Upvoted issues are wanted by the community.
This issue is stale because it has been open 30 days with no activity. Remove stale label or comment or this will be closed in 30 days.

@SimenB would be a shame if this issue was closed as it is supposed to handle staleness issues. Any way you think this is valid, or should we close it?
