Add support for winget (Window package manager)

It would be nice to have an option to install and update this package via winget here is a manual

I'd like to add it by myself, but I'm not sure the proper way how to add hooks on release to publish a new version to winget repo

👍 I'm trying to move away from scoop (too many issues) and lazygit is one of (iirc) three packages I can't get from winget ):

FYI, I have submitted winget manifest with lazygit 0.38.2 https://github.com/microsoft/winget-pkgs/pull/107885

UPATE: Submission to winget is currently blocked due to dependency on Git.Git package, see https://github.com/microsoft/winget-pkgs/pull/107885#issuecomment-1560311807
