Feature: capslock to control

figure out what's up with karabiner-elements. It installs via brew from onboardme.py, but does not appear to pick up the file in ~/.config/karabiner/assets/complex_modifications/capstocontrol.json at all despite the documentation saying it should go there. There's also no accessible karabiner command. Maybe I did something wrong, or don't understand karabiner.
