Add various numeric error codes associated with common IRC commands

I didn't entirely understand the grouping in that list, so I just tried to put them where it made most sense to me.

The added codes are all associated with core IRC commands (and SASL). I think it should include all possible errors on NICK, USER, JOIN, PART, and PRIVMSG according to RFC 1459.
