Folder watching monitoring and downloading.

Description

Allows flood to watch a folder for new torrents and automatically adds them to the download client.

Related Issue

Roughly related to https://github.com/jesec/flood/discussions/583, but also gives the functionality to torrent clients which cannot watch a folder.

Looking for some early feedback on this if possible @jesec.

It still needs the following, but is fully functional:

1. Fixing the update monitor endpoint
2. Translation
3. make the icon for the watches tab to be more consistent with the existing icons

some thoughts:

• label as watching job name maybe confusing.
• do we need keep and show torrent adding history?
