I'm not clear how this is "actionable". In other words, what would it take for this issue to be closed as fixed?
What about we create one issue per user story? Label them suitably so they can be easily separated from other issues. And then, over time, make sure we have documentation...
Use cases are different from user stories.
If that's the intention, be clear about it in the doc. (I agree on the password part, but the user part could be convenient for some authenticated use cases.)
