scheduling: hour of day not honored

In "scheduling", I set "hour of day (0..23)" to "6".

However, it seems to not run in the hours between 6 and 7, but without any conveivable schedule at 09:51, 14:18 or other times.

Am I using it wrong, or is this a bug?

I have noticed something like this as well. For me, I always notice the backups running shortly after I unlock the phone after the scheduled time (even if that is hours after the scheduled time). This may be a coincidence, or it might be that backups can't be started while the phone is in a sleep/doze state. When the backup started at 14:18, were you actively using the phone between 6 and 14:18?

I've been having the same issues as well. Not only does it start the backup at any given time, it also does multiple backups a day. I scheduled a daily backup at 1 am, and today, it's been making 5 backups so far.
