Previously the code signing was not working with M.IM.UI, so this needs to be looked into.| related issue: https://github.com/dotnet/razor/issues/7577 and https://github.com/AzureAD/microsoft-identity-web/issues/2183

To help customers migrate and move off of 461 if they are still using it.

the test in Wilson was timing out sporadically. There is a better way - instead of it being an XUnit test, use a powershell script called from a GH action....
