Limit the maximum number of executors for the phase

Feature Request

Can I limit the number of executors in a phase? Sometimes I don’t want a phase to occupy all executors. For example, I have a total of 10 executors, but I just want the phase to occupy 5 at most. Because I want to leave some executors to do other things.
