Availability of the "Resume build" button as a permission

Hi,

I want users to be able to "Build" a job, but not have the "Resume build" button as we are using the "Retry" button instead from the Naginator Plugin.

The "Resume build" function is attached to Job.Build, but it would be very useful to have it as an element of the "Project-based Matrix Authorization Strategy".

For now, I reverted commit 3e6ab85019334a5b2a438264afdebe439cfc82b4 to "fix" this and use a custom version of the plugin.
