Services refactor

This is a big refactor to move the Coverity plugin away from the StepWorkflow architecture and to the services architecture, which is more maintainable, flexible, and better utilizes Jenkins Common.

The changes here are somewhat daunting, so whatever version they are introduced in should be carefully QA'd.
