Global notification for back to normal status

Description

With the latest up to date Jenkins + Slack plugin on linux, there is a missing global configuration that would make sense i think. It's the notification of back to normal statuses. You can globally configure message notifications for failures, build aborted, successes but there is a state that's missing it's the back to normal status. In a context of a recurring build, most of the time we want to be warned of successes after a failure job and not every success, that's why this global status notification configuration is missing IMHO.
