Implemented Locust parser into framework

Updated Locust parser to contain correct updated headers. Added locust parser to performance plugin framework so it can be leveraged in Jenkins https://issues.jenkins.io/browse/JENKINS-65389

This would be a great addition. We use locust for our tests and have to force it to write jmeter result files.

Please let me know if there is anything i can do to help (testing, providing result files etc).
