[JENKINS-67256] Integrate with Cloud Statistics plugin

Add integration with cloud-stats plugin.

Implement TrackedItem on KubernetesComputer and KubernetesSlave. StandardPlannedNodeBuilder now returns a TrackedPlannedNode.

Fixes JENKINS-67256

Could be an interesting addition.

Testing done

Added unit tests and deployed to live environment.
