Support configuring Hyperdisk IOPS & throughput

What feature do you want to see added?

When creating a VM with Hyperdisk (which newer instances require), the plugin currently creates the Hyperdisk with the default IOPS & throughput. It'd be great to be able to configure the provisioned IOPS & throughput.
