after a new VM launched by GCE plugin, connect to github.com 443 timeout

we see a large amount of connection to github.com:443 timeout error after 11/12. see the issue in current GCE plugin 4.2 and plugin 4.0 both. we reported the issue to google about 3 weeks, still did not get a longterm solution yet. they create a PR about the issue, https://issuetracker.google.com/issues/146072599

is there anything you can help to figure out the root cause and provide a fix? thanks very much!
