ghprbPullLongDescription breaks if there are emoji in long description

When building from a PR with a green heart emoji 💚in the long description, this exception is generated:

net.rubygrapefruit.platform.NativeException: Could not set the value of environment variable 'ghprbPullLongDescription': could not convert string to current locale

Removing the emoji works around the problem
