Add the ability to ignore missing check results on publish

This patch adds the ability to simply ignore missing report files during the publishing. This can help, if your pipeline does not create them but the publishing part is mandatory in the jenkins library used for the builds.

Testing done

This patch is used in our jenkins instance for more than a year now providing a seamless workflow with our jenkins libary used.
