Add support for Dark Blue Ocean UI

Blue Ocean is quite popular among Jenkins users, and having a dark theme there could be an interesting addition to the dark theme. Example of Blue Ocean theme is available below.

Implementation notes

Blue Ocean does not standard extensibility support for theme, so it might be a challenging task to do a proper dark theme without major Blue Ocean updates. Getting major updates merged into Blue Ocean might be a challenge as well. This idea needs some discovery before implementation.
