Document JCasC REST API

There is some REST API offered in https://github.com/jenkinsci/configuration-as-code-plugin/blob/master/plugin/src/main/java/io/jenkins/plugins/casc/ConfigurationAsCode.java , but there is no documentation in the plugin.

It would be great to...

• Have a documentation page under https://github.com/jenkinsci/configuration-as-code-plugin/tree/master/docs/features
• Reference to the page from README
• Nice2Have: Swagger specification, which can be hosted in https://app.swaggerhub.com/organizations/Jenkins (just started today by @MarkEWaite )
