populate the `registryOwnerOrg` on `jx-requirements.yml` so that quickstarts use the correct ECR images

it sounds like we currently need to manually set the registryOwnerOrg on jx-requirements.yml to avoid the ECR image being <ecr registry>/mygitorg/my-project:0.1.3 rather than the real ECR <ecr registry>/11010101010101/my-project:0.1.3.

maybe the terraform can add this data into the ConfigMap?
