Cannot access plugin scores

Description of the bug

When the application is running the probes or the scores on all the plugins, it is impossible to access the plugin pages nor the scores API.

https://github.com/jenkins-infra/plugin-health-scoring/pull/242 started to address this problem but it needs to be completed.
