Review/rewrite intro to Blue Ocean to reflect new status

We added a disclaimer to the Blue Ocean landing page but some of the other text still implies that Blue Ocean is the gateway to the future and the Classic UI is somewhat deprecated. Review this whole section and make appropriate modifications.

@Ln11211 we didn't label this as a "good first issue" because the details of the change need to be assembled by someone with strong Jenkins experience. There are other issues in the repository that are probably better suited for you as good first issues.
