Pipeline Shared Libraries - Expanding details for Cache Retrievals

Updating the Pipeline Shared Libraries to elaborate the cache retrieval mechanism i.e. "Versions to exclude" and a potentially new feature as per JENKINS-69135, "Versions to include".

Attaching this PR to my currently open pull request which accommodates the new feature.

I marked it as draft so that I know that it should not be merged until the matching feature is available in the plugin that this change is documenting.

I see that others use the on-hold label rather than marking the pull request as draft. I've done that here as well. Can be reviewed but should not be merged until the feature has been released.
