Permissions page - TODO: Add permissions descriptions

Problem with the Permissions page, source file

TODO: Add information on to what the permissions give access. There are over 20 categories and It would be nice to know, for instance how to setup a user to read job console output. The categories are not self explanitory and explaination is needed outside of setting up admin users.
