Create "Authorization" file

Pull together information from existing files into a single file about authorization.

• Add information about the project and role-based authorization options which are now installed by default, with links to other docs for details
• Pull together existing information about permissions and perhaps enhance -- need to compare to information that is available elsewhere in the documentation
