Enhance "Controller isolation" file

• Move/edit content for clarity
• Call the "Controller Isolation" file immediately after the doc/book/security file. I'm thinking that this is general instance configuration/setup information so put it ahead of the software configurations on the "Configure Global Security" page.

What does "Call" mean? It's already the topmost entry of the list. Menu item order? Inlining the content into the index page? Something else?
